The Monad.Reader is an electronic magazine about functional programming. It is less formal than journal, but more enduring than a wiki-page or blog post. There have been a wide variety of articles, including exciting code fragments, intriguing puzzles, book reviews, tutorials, and even half-baked research ideas. If you’ve never heard of the Monad.Reader before, have a look at some of the previous issues.

The name is a pun, I’m afraid. A magazine is sometimes also referred to as a “reader” and there is a Haskell library called Monad.Reader. The articles are not necessarily about monads.
